Jinny R. Yang has been representing public entities in a wide variety of transactional, regulatory, and compliance matters since 2005.

She first began her career at Lewis, Brisbois, Bisgaard, and Smith, where she represented both private cilents and public agencies in litigation, environmental matters, and real estate transactions as part of the firm’s Real Estate, Public Agency, and Corporate Department. She managed plaintiff’s-side litigation for collections claims, prepared pleadings, and appeared before California courts for pre-trial law matters. She also conducted research, drafted advisory memoranda on a variety of legal issues, and assisted with real estate transactions.

As Deputy County Counsel for the County of Riverside, Ms. Yang assisted in the representation of the Department of Environmental Health, the Department of Animal Services, and the Waste Management Department. As lead counsel to these County departments, Ms. Yang provided full scope of legal services, including drafting and negotiating contracts, drafting ordinances and assisting in the entire adoption process (including introduction to the Board of Supervisors, related public hearings, and statutory notice procedures), providing legal advice and services regarding subpoenas, the Public Records Act, hazardous materials, solid waste, retail food facilities, public pools, vector control, and water quality. Ms. Yang also defended depositions of County employees.

In this role at the Office of County Counsel, Ms. Yang also represented the Inland Empire Health Plan (“IEHP”), a Joint Powers Agency, formed by Riverside and San Bernardino Counties. As counsel to IEHP, she assisted the IEHP Governing Board on compliance with the Brown Act. She also assisted with contract review and provided legal advice on a variety of issues, including regulatory matters, HIPAA/HITECH, and Peer Review proceedings.

Ms. Yang transitioned to IEHP’s in-house counsel in 2011, where she was able to obtain a great deal of experience on Medi-Cal laws and regulations and managed care in general. In this role, she provided statutory and regulatory interpretation of the Knox-Keene Act, HIPAA/HITECH/Omnibus Rule, Medicare laws and regulations, Public Records Act, and the Political Reform Act. She also provided legal services related to a variety of issues, including peer review, fair procedure, prevailing wage, request for proposals and public works.

Ms. Yang also has extensive experience drafting and negotiating contracts, including but not limited to, various types of provider contracts, business associate agreements, licensing agreements, non-disclosure agreements, and professional services agreements.
